Ireland's nuclear power ban: A missed opportunity for a sustainable future
Ireland's decision to ban nuclear power generation in 1999 was a bold move, made in the context of a simpler, smaller energy system. However, the world has changed dramatically since then, and the country now finds itself in a position where it is struggling to meet its energy demands while also trying to reduce its carbon footprint. As a result, the gap between the country's energy reality and its legal framework has never been wider.
The country's energy demands have surged by over 20% since 2015, and the need for clean, secure, and reliable power has never been more pressing. Ireland has earned a reputation as a renewables leader, but the intermittency of wind and solar power means that baseload generation is still necessary. Natural gas currently accounts for 40% of the country's electricity output, and the dependence on this fossil fuel has been highlighted by the recent war in Iran and its impact on gas markets.
One of the main arguments against nuclear power in Ireland is the lack of expertise. However, this is not as isolated from nuclear knowledge as the country might think. Companies with decades of nuclear experience already have operations, people, and investment on the island. The current ban discourages even the first steps towards developing this expertise, and the country is missing out on the opportunity to build a more sustainable future.
The technology has also moved on, with advanced modular reactors that are standardized, compact, and have shorter build times. These reactors are suitable for grids of Ireland's size and can match demand as it grows. They also offer versatility, with high-temperature designs that can supply industrial heat, produce hydrogen, and support sustainable fuel production.
The European Commission has published a strategy to deploy modular reactors across the EU by the early 2030s, targeting up to 53 gigawatts by 2050. The International Energy Agency's Fatih Birol has urged Ireland not to exclude this technology, and the UK and United States are both progressing commercial-scale advanced modular reactor projects.
Ireland does not need to be a pioneer, but it can no longer afford to be a bystander. The country is importing nuclear electricity from the UK, and when the Celtic Interconnector with France comes online, it will import even more. If nuclear power is safe enough to consume, the case for refusing to examine whether it could be generated here deserves scrutiny.
In my opinion, the time has come for Ireland to re-examine its nuclear power ban. The country's energy demands are growing, and the need for clean, secure, and reliable power is more pressing than ever. The technology is available, and the expertise is already on the island. It is time for Ireland to take a step back and think about the future it wants to build for its people and its economy.
